if im right this issue is related to registry and aplications. first, try easier way: download "ccleaner" analyze and clean windows/aplications and try to fix registry with that program. in harder way you would need to do everything in manual, delete file by yourself and remove it from registry via cmd -> regedit.

also if i am right, you may got malware inside your pc, if its active you will have to repeat delete file/registry step everytime trying play game. i remember one guy who had this error, ended by reinstalling os.

you can download file here and put it in that folder. not sure is that safe. :)
i have found that many people have that problem, and it looks like antivirus deleted it.

open registry from all programs->accessories->run (type regedit)
    and go to
hkey_local_machine / software / microsoft / windows nt / currentversion / image file execution options
    then delete the l2.exe input

you dont need create folder for application data, folder already exist within windows. its probably hidden so you can't see it.

ps: did you tried ccleaner? it would been fixed that registry issue.
